Fitbit detects elevation change by change in barometric pressure.
Fitbit charge 2 wont count floors.
To count as a floor it must be at least ten feet elevation change.

Your device registers 1 floor when you climb about 10 feet or 3 meters.
Three days ago it was intermittent and today it won t count them at all.

You could try raising your arm over your head at the top of stairs to make it look like another foot or so.

Clip your charge 2 to the charging cable and make sure the cable is plugged into a usb port on your computer.
